NMPRC Schedules an Additional Comment Hearing in Response to Strong Public Interest in Proposed PNM Acquisition

State Agency Press Release – From the New Mexico Public Regulations Commission

SANTA FE – In response to strong public interest in the proposed acquisition of Public Service Company of New Mexico (PNM), the New Mexico Public Regulation Commission (NMPRC or Commission) will hold an additional public comment hearing on Tuesday, July 28, from 1:00 p.m. to 7:00 p.m. The hearing will take place at the University of New Mexico Student Union Building, Ballroom C, 2010 Campus Blvd. NE in Albuquerque.

About the Proposal
PNM and TXNM Energy have asked the Commission to approve a proposal for PNM to be acquired by Troy ParentCo LLC, a subsidiary of Blackstone Infrastructure. The Commission is required to review and approve utility purchases to ensure they serve the public interest.

Earlier this month, the Commission determined that a 2025 stock purchase involving PNM – connected to the broader acquisition – violated state law because it took place without the required approval. The Commission ruled that the transaction is legally void and canceled the existing procedural schedule for the acquisition case. The process will resume after the companies submit a plan to address the unapproved stock deal. A final decision on the acquisition is still pending and will move forward after an evidentiary hearing is rescheduled and completed.

How to Participate
Anyone wishing to speak at the comment hearing may do so by signing in at the venue, where speakers will be called in the order they sign up. The hearing will also be broadcast on the Commission’s YouTube channel. Please note that only in‑person comments will be taken.

For other speaking opportunities, public comments may be shared during any of the Commission’s regular open meetings. Written comments may also be submitted at any time through PRCe360 by referencing Case No. 25‑00060‑UT.
