MLG Team and House Leaders Behind Texas Takeover of New Mexico Water Uses
Editorial – News
In 1841 and 1843, Texans Invaded New Mexico – They Were Beat Back.
But in 2025, New Mexico’s Governor and House Leaders Want to Surrender Control of State Water and Water Policy To Texan Oil & Gas, Real Estate, and Investment Fund Partners.

Texans have longed to own or control New Mexico resources for almost two centuries.
In 1841, and again 1843, as well as during the Civil War, Texans actually invaded what would become the State of New Mexico to gain control over land, minerals … and water.
Each time New Mexicans were able to rebuff the Texas aggression.
More recently, with the help of powerful New Mexico elected and appointed officials, a group composed significantly of Texans, were able to pass laws in 2019, that established water policy that favored their financial interests over the needs of New Mexicans.
The group is composed of oil and gas executives, owners of companies that service oil and gas operations, investment fund operators, real estate developers, and corporate financed research centers.
Some of those companies include ExxonMobil, Chevron, Infinity Water Solutions, NGL Energy Partners, and most recently, BorderPlex Digital Assets, LLC.
And today, or very soon, New Mexico State Representatives will vote on additional legislation that gives those predominate Texan business interests an oversized share of how water policy in New Mexico is developed and who will be the beneficiaries of that policy.
House Bill 137, has been amended and further amendments may be offered during the House debate of the bill, in order to mitigate potential problems and provide for clear public participation in governance of the state’s water.
But the bill is mainly focused on and driven by economic interests.
Given the current and potential water needs of the people of New Mexico, it seems imprudent to rush water policy changes.
The House should wait and send this bill into a serious interim study, with every day New Mexican stakeholders included in the process.
On Friday, March 7, 2025 The Candle will begin a new series on how New Mexico Governor Michelle Lujan Grisham, Speaker Javier Martinez, House Budget Chair Nathan Small and Vice Chair Meredith Dixon, Representative Susan Herrera, Environment Secretary James Kenney, and others, have fallen in line, carrying the water interests of these Texan owned operations during the past several years.
